‘Empty the orphanages’. This is the appeal of Chiara Lubich who, in the founding speech of the New Families Movement, invites families to open their homes to the many children housed in institutes.
Since its inception in 1998, Azione Famiglie Nuove has been looking at the adoptive family. In 2001 it began a process of bringing families closer and accompanying them to the world of adoptions, becoming an authorized body for international adoptions in 2005.
When raising a child within his or her biological family or in an adoptive family in his or her country of origin is impossible, the path of international adoption may be taken to guarantee the child’s right to a family.
Chiara Lubich was struck by the experience of a very young and seriously ill woman, a mother of ten children who did everything she could to give her children a father and a mother. That woman had not sought an orphanage as a place to raise her children, but a family.
It is from this experience that Chiara Lubich’s words and her dream of emptying orphanages come to life, because children need a safe place and the warmth of a family to grow and to heal the wound of abandonment.
According to Chiara Lubich, the family is the seed of communion for humanity and of the welcome that opens to mutual inculturation. In this dimension of the family, AFN focuses its commitment.
As one of our families says, ‘one of the first steps in approaching the international adoption experience is to feel the child’s own country. Love for this faraway land enters our lives, our families, and having known so many children in institutions, we try to live for them too. We feel that through our children we broaden our view of the world. The generative love of a mother and a father slowly replaces the sense of abandonment until they experience with time that they themselves are able to face the future with confidence and hope.”
Over the past 20 years, more than 900 families have made this journey with us, welcoming more than 1,200 children, teenagers and young adults from Europe, America and Asia.
There is still a long way to go to fulfill Chiara’s dream, but the echo of her words is always present in us and moves us every day so that even a minor can find his family and with it rediscover the right to be a child.

The path with AFN
1. Before the assignment
- Informative meetings | The AFN organization is presented, its operations in Italy and abroad, the steps of the adoption process, the timetable, the costs, and methodology used. Meetings are free of charge and may be couples or groups
- Couples’ in-depth interviews |To get to know each other better, to reflect on the couple’s availability and resources, to analyze the characteristics of the countries of origin of minors where AFN operates and to identify the possible path.
- Basic training course | Held by a team of trainers with the aim of providing useful information and tools for embarking on the adoption process. It includes: talks by experts, interactive individual, couple and group work, testimony of adoptive couples.
2. Assignment with identification of the country for adoption
For the couple embarking on the adoption process with AFN, we proceed with the assignment and identification of the country where the adoption application will be filed.
The country is identified on the basis of the requirements of the countries of origin, the characteristics of the couple and the trend of adoptions in the countries of origin.
With the constant support of the agency’s operators, we proceed with the preparation of the documents necessary to file the adoption application with the competent foreign authority.
3. The Waiting
From the submission of the adoption application to the matching proposal, the couple is accompanied by AFN professionals and updated on each step of the adoption application’s progress.
In this phase, the couple is involved in a specific training course carried out with the collaboration of psychologists and/or other experts, on their future role as adoptive parents, the characteristics of the child in a state of abandonment, as well as in-depth knowledge of the child’s country of origin.
4. Matching and Departure
With the formalization of the pairing proposal by the foreign authority, the couple is provided with all the information received from the foreign authority on the proposed child(ren). In view of the departure abroad, the couple is provided with accompaniment in carrying out all the necessary procedures and is offered emotional and psychological support in preparation for the meeting with the child with one or more pre-departure meetings.
Abroad, the couple is assisted all the way by the on-site contact person and his or her collaborators until their return to Italy
5. After adoption
The new family arrives in Italy and the adoption process continues for children and parents.
It is now necessary to carry out the final procedures at the competent Juvenile Court and report to the central authority of the child’s country of origin, for a period that varies depending on the country, on the progress of the adoption.
In addition to the required bureaucratic formalities, AFN continues, in this delicate phase, to offer standard and/or specific coaching by specialized professionals and operators

Family formation
AFN’s experience with adoptive families confirms how indispensable the accompaniment of parents and the presence of a network is.
This is why courses are created and evolving for all adoptive families who wish to discuss and be supported by experts who can offer the necessary tools to face the challenges that all children present to us.
During the waiting period, the couple is involved in a training process through multiple activities such as thematic group meetings with workshop activities and couple talks.
After the adoption, the new family can count on a path of accompaniment to acquire pedagogical-educational support tools and methodologies, to foster the relationship between parents and children, to help with integration in the social context, along with an appreciation of the culture of the child’s country of origin.
In addition, AFN can offer additional specialized support for individual families facing particular parenting issues before, during and after the arrival of a child.
